Jessica Horner
APPLICATIONS & COMPLIANCE DIRECTOR
Jessica Horner joined the Smith NMTC Associates team in spring 2024, bringing almost two decades of experience in banking with almost a decade of experience specific to the tax credit industry.
As Application and Compliance Director, Jessica plays an integral role on the allocation application team. Jessica helps develop the project pipeline, conducts webinars and informational calls with QALICBs, manages track record development, and collaborates with the application team to draft all NMTC applications. With the compliance team, Jessica will ensure that all Investor and CDFI Fund reporting is completed and all projects are in compliance.
Previously, Jessica served as AVP, Tax Credit Portfolio Manager for Trustmark National Bank, where she helped draft and submitted NMTC allocation applications, deployed allocation awards in compliance with the CDFI Fund guidelines, managed servicing during project compliance periods, and monitored compliance for all projects between investors and the CDFI Fund.
Jessica is passionate about the NMTC program’s mission and has witnessed its transformative impact on disadvantaged communities. She is excited to be a part of a team that is using the NMTC program to provide affordable homeownership opportunities to these same communities.
